EU interior ministers approved tougher return rules at the Home Affairs Council in Luxembourg on 1 October. They include penalties for people who refuse to leave, detention of 24 months or more for security risks, and return centres outside the EU. The rules exclude unaccompanied minors and are due to enter into force in the coming weeks.
